中国公众面对环境污染风险时表现出一定的“强行动意愿”和“群体化行动”倾向,表现在公众会采取“在网络上发表自己的看法,表达反对意见”“向媒体反映”“向环保组织反映”“联络更多的人,集体向政府施压”的行动选择。对于公众面对环境污染风险下“强行动意愿/群体化行动化”倾向,结合现实中不断发生的针对现实的和可能造成的环境污染损害而发生的群体性事件,我们提出要注意中国社会出现的群体性事件的一种新表现——“风险冲突”。风险冲突主要是由公众考虑到诸如环境污染等当代新风险在未来可能对其造成的不确定损害而引发的群体性行动表现。风险冲突主要不是由既得利益受损害而引发的,而是由未来可能发生的损害即风险引发的,损害是不确定的,风险是被建构的。风险冲突在当前中国转型社会阶段,可能与公众对基层政府的信任缺失、政府应对措施缺乏弹性、公众风险意识的增强和感性化、风险专家体系滞后等情况相结合,发展成为一种多重复合型风险。
<<The Chinese public will,when facing the risk of environmental pollution,show certain “strong action willingness” and “group action” inclination by choosing such actions as “giving their opinions through network and expressing their opposition”,“reporting to the media”,“reporting to the environmental protection organization”,“contacting more people to press the government”. To the “strong action willingness/group action” inclination of the public when they face the risk of environmental pollution and combining with the group events which often happen in the reality and aim at the realistic and possible environmental pollution harm,we think that we should pay attention to a new form of group event appearing in the Chinese society-“risk conflict”. Risk conflict is a group action which will happen when the public think that the new risks such as environmental pollution may bring about uncertain harm to them in the future. Generally,risk conflict happens not because the vested interest is harmed but because of the possible harm,namely,the risk in the future and the harm is uncertain and the risk is constructed. Risk conflict may,during the phase of transforming society in China,become a multiple mixed risk if it combines with such cases as that the public lack of trust to the local government,the government lacks of elasticity in its countermeasures,the public increase their risk awareness and sensibility and the system of risk experts lags behind.
