The article provides the Chinese government with comprehensively and strategically instructive sights to the internet governance policy. It argues that，the British and American internet governance to enhance democracy is decided by two key elements：democratic development in the real politics and conservative policy despite their internet infrastructures are advanced and the electronic government’ business is perfect. The author argues that what the Western countries’ internet governance gives China is that the policy-making should base on the country’s situation，and Chinese government’s current main objective and policy-making basis are to explore the internet’s service delivery functions，not the interactive potentials to decision-making.
