1978～1992年是我国的社会保障事业从恢复到发展的重要阶段，社会福利、社会救助、社会保险等方面都取得了很大的进展，在保障人民基本生活等方面发挥了积极的作用。尽管这一时期的社会保障工作还存在一些不足之处，但亦为后来的社会保障事业奠定了重要的基础。
<<It is the year from 1978 to 1992 which was an important stage for china’s Social Security Systems. In this stage，Social Welfare，Social Relief and Social Insurance all had lots of progresses，which exerted an positive role in insuring people’s basic living. Although it has some flaws，it had laid an solid foundation for the future.
