The conception of “partnership”，which opposes the paradigm of competition between the government and the Third Sector，is mainly based on Lester M.Salamon’s theory of “third-party government” and creates much influence both on social welfare theories and practice models. In this article，the author mainly summarizes relevant theories and research outcomes on partnership，and aims to explore potential approaches to develop indigenous social work research as an alternative theoretical perspective.
