The purpose of the study is to describe the features of social work evaluation in Shanghai and its context and to explore the relationship between them. The authors employ an in-depth interview method to gather the qualitative data. The findings indicate that there is still an inadequacy of quality evaluators whose lack of professional knowledge and application of scientific evaluation methods is unsatisfactory. The authors argue that the findings are just a normal reflection of temporary social conditions. In this article，some relevant issues are also discussed and recommendations are made by the authors.
