近二十年来,公益基金会在我国的社会福利领域发挥了越来越重要的作用,但是相关的研究还不多。特别是对于基金会运作公益项目这一重要活动,现有的研究很少提及。本文对C基金会运作的“GS计划”进行了个案研究,根据收集的大量访谈和文献资料,详细分析了“GS计划”的运作过程。文章结合实践理论和理性选择理论,指出C基金会对公益项目进行了有底限的模糊运作;用“理性”、“底限”、“自我公益”与“合意”等概念分析了不同行动者在项目运作场域中的行动逻辑和互动;刻画了项目运作的模糊特点及其理性底限,以及模糊运作的生成性。文章在最后尝试说明“有底限的模糊运作”作为基金会运作公益项目的一种模式,对于认识我国基金会的生存与发展具有一定的理论意义与现实意义,因此本文试着概括了这种模式的表现形式、产生条件和影响因素。
<<In the past decade,philanthropic foundations have increasingly played more important roles in the field of social welfare services in China. However,deep understandings about how the foundations operated and meanwhile implemented their own programs are still inadequate. In this article,the author describes and interprets the implementation process of‘GS Project’by C Foundation,and concludes that C Foundation implements its program ambiguously under a Bottom-line. Inspired by Coleman’s Rational Choice Theory and Bourdieu’s Theory of Practice,the author attempts to conceptualize the‘program-implementing field’,and explores the logic of action in this field. Considering its representation forms,existing grounds and affecting factors,the author argues that the ‘ambiguous implementation under a Bottom-line’could be regarded as a mode of philanthropic programs-operation by the Foundations.
