As the main component of the disadvantaged groups,persons with disabilities in rural areas account for a large proportion of the poor population,which is the key target of rural poverty alleviation and development. It is found that the poor with disabilities in China's rural areas have the characteristics of aging,masculine,trend of severer and difficult human capital development. As a result,rural anti-poverty policies for persons with disabilities should adapt to the characteristics and development trend. We should transform from the development-oriented poverty alleviation policies to social assistance,from increasing the income of persons with disabilities to reducing living expenses,from supporting the individual to supporting the whole family. Only in this way,can we accelerate the process of persons with disabilities out of poverty.
