本报告梳理了中国残联组织的发展历程，回顾了残疾人社会组织形态演进和中国残联成立及发展的过程，介绍了中国残联组织机构、人力资源、职能定位与业务进展以及事业经费的发展现状。本报告认为残联组织是中国特色残疾人事业的主要参与者，在其中扮演了残疾人利益的代表者、助残服务的提供者、残疾人事业的管理者的角色。残联组织面临的新形势、群团改革提出的新要求、残疾人对于美好生活的新需求为残联组织的发展带来了挑战与机遇，残联组织在未来的发展中将进一步转变职能、改进工作方式、完善组织体系。
<<This report combs the developing history of the China Disabled Persons' Federation，and reviews the evolution of social organization of disabled people. It also reviews the establishment and development of the China Disabled Persons' Federation.This report also introduces the institutional，human resources，functional positioning and business progress of the Disabled Persons' Federation and the development of business funding.The Disabled Persons' Federation is a major role in the cause of disabled people with Chinese characteristics.It plays the role of the representative of the disabled's interests，the provider of disability services，and the manager of the disabled cause.The new situations faced by China Disabled Persons’ Federation，the new requirements put forward by the group reform，and the new needs of the disabled for a better life have brought challenges and opportunities for the development of the Disabled Persons' Federation.In the future development，the Disabled Persons' Federation will further adjust its functions，improve the working methods，and perfect the organizational system.
