本文介绍了在气候变化框架公约下,气候变化相关措施实施的背景下,关于劳动力的公正转型、创造体面和高质量就业的研究和谈判的进展。公正转型从本质上看核心还是解决就业问题,因此需要首先理解气候变化政策对就业的影响。低碳发展是指通过低碳化进程实现低碳经济的发展路径,旨在实现可持续发展与应对气候变化的双重目标。通过产业结构和能源结构的调整,除了对就业总规模和结构产生影响之外,还会对就业技能提出新的要求。为了更好地促进气候政策执行过程中实现公正的转型,中国应积极开展针对性的研究,通过加大绿色投资促进新的低碳就业机会,还需要妥善考虑和安置因气候政策冲击导致失业的群体,防止这些人群因受政策冲击而致贫。
<<The paper summarizes the research and negotiation progress of just transition of labour,the creation of decent and quality job under the framework of UNFCCC. The key of just transition is to resolve job problem,which requires to understand the impacts of climate change policies on employment. Low-carbon development refers to the development path of low-carbon economy through low-carbonization process,aiming at achieving the dual goals of sustainable development and climate change. Through the adjustment of industrial structure and energy structure,in addition to the impact on the overall size and structure of employment,new requirements for employment skills will be put forward. In order to better promote a fair transition in the implementation of climate policy,China should actively carry out targeted research,and promote new low-carbon employment opportunities by increasing green investment. It is also necessary to properly consider and resettle unemployment caused by climate policy shocks. Groups to prevent these people from becoming poor due to policy shocks.
