The mobile Internet，big data，intelligent Internet of things，artificial intelligence and other information technologies，while giving great energy to global economic activities，will also bring breakthrough improvements to the life consumption of people with disability，entrepreneurship and employment，and equal participation in society. Under the background of increasing informatization，people with disability will face a more serious “digital gap” problem. Chinese government agencies have formulated a series of measures to encourage people with disability to adopt information technology and participate in information consumption. Based on the analysis of the current situation of the construction of information barrier-free environment and the popularization of information technology，this paper discusses the application scenarios of the adoption of information technology to promote the quality life of people with disability from the aspects of the construction of Internet employment platform，the development and supply of information technology products or services，and the independent entrepreneurship of the Internet. In order to promote the better service of information technology to the disabled，policy implications from information technology training for the disabled to financial incentives for entrepreneurship and employment are proposed.
