China has always taken the life security of the people with disabilities seriously. After decades of development，the social security system with Chinese characteristics for the people with disabilities is initially established. In particular，since the “13th Five-Year” period，social security policies，such as social insurance，support services，“two subsidies”，and the minimum living aid，have been well implemented，which have played an important role in guaranteeing the basic life of the people with disabilities. The social security system for the people with disabilities still has inadequate development and imbalances，which is highlighted among the areas，between urban and rural areas and among the different types of people with disabilities. Therefore，we should further establish and improve the social security system for the people with disabilities and solve the inadequately balanced problems of the social security. It is necessary to improve the special social insurance system and the social relief system，establish the social welfare system，enhance the supply level of the support service，innovate the social security mechanism，and promote the realization of the balance of social security. We should gradually establish a modern social security system for the people with disabilities.
