本报告根据《中国残疾人事业发展统计公报》《国民经济和社会发展统计公报》等数据以及相关理论和实证研究成果,对残疾人就业的总量、结构和地区就业以及组织和管理情况,对残疾人就业当中存在的政府理念、服务方式、法规体系、就业形式、就业能力开发、就业保障金征收使用等问题进行了分析。最后从更新残疾人就业理念、完善残疾人就业政策和法律、构建残疾人就业多中心协同治理体系、加强残疾人就业能力开发、完善残疾人就业保障金制度、鼓励残疾人新形式就业和创业等方面提出了对策建议。
<<based on the statistical communique on the development of the cause of people with disabilities in China and the relevant theoretical and empirical research results,this report analyzes the total amount,structure,organization and management of employment of people with disabilities. For the disabled employment of existing government idea,the service way,laws and regulations system,different forms of employment,employment capacity development,employment security use,and other issues are analyzed. The last update from the disabled employment concept,improve the employment policy and law,build the disabled employment multi-center collaborative management system,strengthening employment ability development,improve the disabled employment security system,encourage new form of employment for the disabled and entrepreneurial countermeasures and Suggestions are put forward.
