2017年,党的十九大提出“办好特殊教育”的重大决策,为今后中国特殊教育发展提供了重要思想指南和行动遵循。各级政府将特殊教育工作摆在更加显要的位置,中国特殊教育事业发展取得了显著成效;特殊教育学校课程标准颁布实施;2017年新修订的《残疾人教育条例》以及《第二期特殊教育提升计划(2017~2020年)》颁布实施。但是仍然存在资金投入及其方式制约特殊教育发展、师资和康复专业人员结构性短缺制约特殊教育发展、残疾人口变化影响特殊教育发展以及特殊教育资源分布的空间结构性矛盾等问题。为此,本报告提出强化政府财政在推进教育公平中的主导作用、加强残疾儿童学前教育法治化和随班就读问责制度建设、加快推进重度残疾儿童教育及其研究的建议。
<<In 2017,the 19th national congress of the communist party of China (CPC) proposed a major decision to “improve special education”,providing an important guidance and action for the future development of China’s special education. Governments at all levels have placed special education work in a more prominent position. The development of China’s special education cause has achieved remarkable achievements. Special education school curriculum standards was promulgated and implemented. The regulation on the education of the disabled was newly revised and the second special education promotion plan (2017~2020) was promulgated and implemented in 2017. However,there are still some problems such as capital investment and its way restricting the development of special education,structural shortage of teachers and rehabilitation professionals restricting the development of special education,changes in people with disabilities affecting the development of special education and spatial structural contradiction in the distribution of special education resources. Therefore,the paper puts forward suggestions on strengthening the leading role of government finance in promoting the fairness of education,strengthening the legalization of special education in preschool education and the construction of the accountability system in class attendance,accelerating the progress of education and its research on severely disabled children.
