With the equalization of economic and social development and social participation，the rehabilitation of disabled people in China has developed in the direction of multi-level，multi-field，multi-channel and multi-social forces based on respecting the rights and interests of disabled persons. The report of the 19th National Congress of the Communist Party of China clearly stated that “the development of the cause of the disabled and the rehabilitation of disability services”. In 2017，the State Council promulgated the Regulations on the Prevention of Disability and Disability，By 2020，the proportion of disabled children and certified persons with disabilities who receive basic rehabilitation services will reach over 80%. This report analyzes and summarizes the relatively lacking and uneven distribution of rehabilitation medical resources in China and the level of community rehabilitation by combing the characteristics of disabled people，the development of rehabilitation institutions and the status of accurate rehabilitation services，and the status of foreign rehabilitation services. Low-risk，lack of rehabilitation personnel and other related problems in rehabilitation services，it is recommended to speed up the improvement of rehabilitation institutions and rehabilitation personnel service capabilities，provide accurate rehabilitation services based on rehabilitation needs，and use modern integrated models to carry out rehabilitation science research.
