In order to solve the problem of overpopulation，traffic congestion，uneven distribution of education and medical resources in the capital，solve and improve the water resources environment in Tianjin，Beijing and Hebei，do a good job in sewage treatment and black and odorous water treatment，PM2.5 concentration haze，solid waste treatment and so on. In addition，do a good job in the top-level design and functional positioning of the Xiong'an New Area，so that the Xiong'an New Area to do a good job in undertaking non-capital functions. Beijing Tianjin Hebei city circle needs balanced differentiation development to promote integration of Beijing，Tianjin and Hebei.
