The study according to scientific procedure of questionnaire development，through open investigation，pre-investigation and formal investigation，collected 1248 community residents who come from 4 provinces.Used the multivariate statistical techniques，such as item analysis，exploratory factor analysis and confirmatory factor analysis to analyze the data.The result shows：1） community enterprising spirit questionnaire is a three factors structure，they are community service，community relations and community atmosphere.2） The Cronbach's alpha coefficient of the questionnaire was 0.94.The correlation between each division with the whole questionnaire score were from 0.44 to 0.96，the correlation between each division were from 0.24 to 0.74.Through confirmatory factor analysis，the fit index shows the model is better （χ²/df =3.09； RMSEA=0.07；GFI=0.91；AGFI=0.89；CFI=0.95）.The self-designed“migrant workers”sense of community questionnaire has preferable reliability，but its construct validity is not good enough.Further research is needed to improve the follow-up.
