With the social transformation in China and the implementation of National Scheme for Scientific Literacy Information（2006～2010～2020），science popularization has gradually become a major move to social governance. Relevant practitioners，researchers and policy makers all strived to promote science popularization at community level. Particularly，the concepts of science popularization at community level has improved noticeably which plays a leading role in practice and therefore is of great importance in guiding further development in this regards. However，there is no monograph on the concepts of science popularization at community level in China yet. Therefore，based on related researches home and broad and their standpoints，this paper analyzed current situation and existing problems and developed policy advice for future development to meet new demand in new era. In order to improve concepts of science popularization，the following six aspects should be paid attention to. 1. The introduction of concepts of science popularization at community level from outside China should be further strengthened. 2. Research on how science popularization and other work at community level complement each other and make the concept of integrated development a new growing point. 3. Push forward research on the concepts of science popularization at community level from the perspective of the function of science popularization in new era. 4. Typical case study and in-depth theoretical research should be organically combined to develop practical guiding principles to solve the bottleneck of development. 5. Qualitative and quantitative index system should be developed to strengthen effect evaluation. 6. Theory and strategy of supply side structural reform can be appropriately applied to assessment and upgrading of capacity in science popularization at community level.
