    发展视域下的基层科普模式与机制研究

    摘要

    本研究基于发展和社会的双视角,针对社会飞速发展、环境飞速变化的新情况,在对现有基层、基层科普理论梳理的基础上,结合发展视域下我国发展的战略要求和对基层科普的新要求,借鉴已有研究成果,剖析了基层的组成与层次,分析了基层的一般定义、属性与特点,提出了发展视域下基层科普的概念,分析其内涵及作用。并通过对我国现有七种基层科普模式的梳理与分析,结合发展视域对基层科普的战略要求以及对“智慧科普”的设计设想,提出了“智慧互动引导式”基层科普模式。本研究在提出融合社会资源和力量的基础上,明确了政府在基层科普中的地位和作用,将基层科普需求按照受众需求和科技知识发展的引导需求划分为基础科普需求和创新科普需求两类,结合大数据分析工具使各种层次基层群体的显性科普需求和隐性科普需求得到协调统一。最后基于发展视域下互联网对基层科普环境的影响,本文提出建立社会化大科普基层科普组织机制,基层科普需求跟踪、分析、预测机制,“众筹、众包”的基层科普参与机制,基层科普资源的共建、共享机制,基于“互联网+”的基层科普场馆市场化运行管理机制,基于互联网的基层科普队伍规范化管理机制和激励机制,基于大数据分析的基层科普决策与评估机制等七大保证“智慧互动引导式”基层科普模式得以顺利实施和运行的基层科普机制。

    Abstract

    From the perspective of both development and society,this paper took into consideration the rapid development of society and new demand for both national development and science popularization at grassroots level. Based on current research findings,the composition and administrative levels of grassroots were analyzed and the definition,attribute and characteristics of grassroots were discussed. Also the concept of science popularization at grassroots level was proposed from the perspective of development and its connotation and function were analyzed. Based on the analysis of the seven existing modes of science popularization at grassroots level,and considering the strategic demand from the prospective of development and the envisaged smart science popularization,the mode of science popularization at grassroots level was proposed,which is smart,interactive and guided. Based on the combination of both social resources and power,the position and role of government were clearly defined. The contents of science popularization at grassroots level can be divided into two groups according to different demands,namely the basic one and innovative one. With the help of big data analytic tools,explicit and tacit demand for science popularization of different audiences were coordinated. Finally,taking into consideration the influences of the Internet on science popularization from the perspective of development,eight major mechanisms were proposed to facilitate the implementation of the mode of science popularization at grassroots level. The eight major mechanisms are as follows:the organizational mechanism for socialized great science popularization,the tracing,analyzing and forecasting mechanism for demand,the participation mechanism which involves crowd-funding and crowd sourcing,the co-building and sharing mechanism for resources,market oriented management mechanism for venues,internet-based management and motivation mechanism for staffing,and the decision and evaluation mechanism based on big data analysis.
