Urban community，the basic unit of urban governance，is home to diverse entities. It takes over more and more government functions and plays an increasingly important role in daily management and service of the city. Urban communities should implement the system reform in depth and further reinforce basic functions to better adapt to development requirements of modern city and better serve the residents. Now，Beijing is making every effort to build a world-class capital of harmony and livability and Xicheng District is striving to propel urban governance transformation. In this context，Desheng Sub-district has taken positive actions and conducted exploration and innovation. It has selected Dewai Street East Community as a pilot and actively explored new modes of the community governance systems commensurate with development characteristics of the area by taking advantage of the reelection of “two committees” of the community.
