In April of 2017，Desheng Sub-district organized a regional social governance conference and the press release for the “Moral Neighborhood Project”. Over the past three years，“Moral Neighborhood” has been escalated from a cultural concept to a governance concept and from a community working method to a basic governance mode. The upgrading of the ‘Moral Neighborhood Project’ is a reflection and echo for Secretary-General Xi Jinping’s requirement for basic social governance：“The grassroots level is the ultimate purpose of all work，and the gravity center of social governance must fall on urban areas，rural areas and communities”. Desheng Sub-district must depend on profound theoretical research and practical exploration to further refine the social governance system. The report combs the factors and types of community governance modes at the grassroots level，parses the status quo of the “Moral Neighborhood Project” and proposes relevant reflection on the “Moral Neighborhood” mode.
