21世纪以来,以金砖国家为代表的新兴市场国家在全球治理体系中的地位逐年上升,体现在全球传媒生态中,这些新兴市场国家在政策、资本、技术、内容等方面加大投入,借助媒体融合发展机遇,积极谋求与其国家综合实力与地位相匹配的国际话语权和舆论影响力。本文首先阐述了新兴市场国家的媒体传播现状,再以中国、俄罗斯等国家建设国际视频通讯社的实践为案例,分别介绍了其成立背景、业务结构和技术平台等,提出了新兴视频通讯社的概念,分析了其在全球传媒生态中面临的发展机遇和挑战。同时,总结了路透社、美联社和法新社等西方主流通讯社在视频新闻业务方面的转型。新兴视频通讯社凭借其权威的内容来源、丰富的产品类型、广泛的用户覆盖以及先进的分发体系等,将在国家软实力塑造和增加国际话语权等方面持续扮演重要角色。
<<The annual rise of the status of the emerging market countries,represented by the BRICS,in the global governance since the beginning of the 21st century is reflected in the global communicative ecology. These countries have increased investment in policy,capital,technology,and content and have taken the opportunities of fusing the media to seek their international say and influence of public opinion compatible with their comprehensive strength and status. This paper first recounts the current conditions of their media communications and then cites the cases of the international video news agencies set up by China,Russia and other countries on the background of their establishment,operational structures and technical platforms and puts forward the concept of emerging video news agency and identifies their opportunities and challenges in the global communicative ecology. At the same time,it introduces how Reuters,AP and AFP and other western mainstream news agencies realized the transition in video news operations and what the important role the emerging video news agencies play in shaping up the soft power of their countries and increase their international say by the strength of their authoritative content sources,rich product types and broad user base and advanced distribution systems.
