Social organizations have been playing a increasingly significant role in the political，economic and social fields. The 18^th CPC National Congress proposed the strategy of innovation-driven development and stressed we should define the functions and roles of various innovation entities，which include social organizations. This arfical mainly illustrates the innovation capability of social organizations，especially for trading and business social organizations，technology social organizations，social organizations of public welfare and charities，social organizations of urban and rural which the State Council of China given priority，and analyze policies about encouraging innovation of social organizations in Guangzhou. The artical finds that some departments lack a clear understanding of social organizations and their innovation capability，so there is a need to improve the understanding of some departments when the incentives and social organizations capacity should also be improved，including strengthening the top-level design，clarify social organization innovation main body status，scientific and overall planning，perfect the social organization innovation policy，intensify cultivation，strengthen the ability construction of social organizations.
