The development of social welfare for people with disabilities marks the development level of social progress within a nation or region. During the past three decades，the social welfare system for people with disabilities made advancement，which could be divided into three phases：initial exploring stage （1989-2007），two-system building stage （2008-2015） and two-system deeding and perfection stage （2016 to now）. During these stages relevant laws and regulations were made and developed，and contents of social welfare have been enriched. As a result，people under extreme poverty with disabilities were highlighted as important part of beneficiaries. The situation of social security for people with disabilities in Guangzhou is improving. However，it is facing with problems and challenges including low-level allowance，social discrimination，unequal education resource，narrow range of employment，insufficient supply of barrier free access facilities and administration irregularities etc. To solve the above problems，measures to perfect the social security and social service systems should be taken to guarantee and improve the social rights for people with disabilities.
