In the context of Beijing's efforts to push forward the construction of the Party-mass activity centers，Xicheng District has proposed to spare no effort in building the Party-mass activity centers of “One brand for one sub-district” in recent years.As one of the 15 sub-districts of Xicheng District，Taoranting Sub-district，on the basis of being fully aware of its Party construction status and in consideration of the reality of shortage of dedicated buildings and venues，has coordinated multi-faceted efforts to find venues，put forward the priority task to strengthen Party member education，management and service and finally established the Education，Management and Service Center for the Party Members.To learn more about the construction and operation of the Center，this article，on the basis of preliminary surveys，presents basic information about Party construction and construction of the Center and reflects on the problems of the Center，based on which it suggests that developing the features of Taoran Party construction culture should be the top priority of the Sub-district.Efforts should be made in organizational structure，working mechanism and system to expand service groups of the Center，accelerate regional Party construction and comprehensively manage the work of the Sub-district.
