Endowed with a wealth of cultural resources，Taoranting area used to be a gathering place of guild halls which still bears traces of heroic struggles of massive revolutionary pioneers and veteran proletarian revolutionaries.As a cultural block，Taoranting sub-district shall show the urban charm and quality by fully leveraging its cultural connotation and deposits.New breakthroughs in social governance and cultural development are to be made by properly planning and utilizing public cultural resources，guiding all sectors of society to participate in problem solving and execution by virtue of the traditional advantages of deliberative democracy and taking social governance as an implementation path.In this process，the Cultural ＆ Sports Center may serve as an important platform.On the basis of field research on the Cultural ＆ Sports Center and in consideration of the cultural resources and activities，this article which takes a problem-oriented approach presents some reflections and proposes suggestions for the construction and development of Cultural ＆ Sports Center in Taoranting Sub-district.
