This report analyzes the strengths，weaknesses，advocacies，and adversaries （SWAA analysis） of the Canadian Federal Government’s Free Trade Agreement （FTA） negotiations with China through a series of studies. The SWAA strategic analysis from the perspective of government public policy will help the China-Canada FTA and its negotiation process to face increasing challenges，thus promoting the stability of the FTA negotiations and improving the efficiency of negotiations. At the same time，the SWAA government policy strategy analysis can help the Chinese government to understand more clearly the Canadian government’s decision-making mechanism，bureaucratic system，administrative efficiency and public opinion，and then make relevant countermeasures and policy considerations. This article covers the economic，political，and social dynamics of Canada and China and provides a strategic analysis. At present，the main controversy of Canadian public opinion on the China-Canada Free Trade Agreement is concentrated on the political and social differences between Canada and China. It is concluded that there would be eventually a China-Canada FTA，and both governments should take considerations and actions of their strengths and weakness，advocacies and adversaries to make the FTA happen for the well being of the people and a better Sino-Canadian relation.
