It is necessary to fundamentally strengthen Hubei’s cultural industry by adhering to the road of development of socialist culture with Chinese characteristics under the guidance of 19th CPC National Congress’s report，which stresses that we must insist on road confidence，theoretical confidence，system confidence and cultural confidence. Investment and financing is undoubtedly the key to this problem. This paper reviews the present situation of culture industry in Hubei Province in 2017 by focusing on six aspects such as fixed assets investment，financial financing，loans from financial institutions，private capital investment，investment and financing platform. And it analyzes the main problems in the development of investment and financing industry of cultural industry in Hubei based on the present situation. It is found that there are six problems，including the limited role of the government in supporting the cultural industry，the single and unobstructed investment and financing channels，and so on. In view of these problems，the corresponding six solutions are put forward：optimizing the fiscal policy support system，broadening and clearing the investment and financing channels of cultural industries，encouraging the cultivation of professionals in investment and financing of cultural industry，promoting the balanced development of cultural enterprises with investment and financing，actively promoting direct financing of cultural enterprises，and promoting the support of bank financial innovation.
