In 2017，the National Civilized City Review，which was conducted in every three years，came to an end. After three years of hard work，Luoyang City was reelected as “National Civilized City” in November 2017. So far，Luoyang City has won the title of “National Civilized City” for three times consecutively. This article summarizes the successful experience of Luoyang winning the titles three times，points out current problems in the process of upgrading urban civilization in Luoyang and proposes the countermeasures and suggestions for Luoyang to further consolidate and upgrade the work of building a civilized city：with an elevated point of view under the guiding spirit of the 19th National Congress of the Communist Party of China，make overall plans and strengthen the refined management of old residential quarters；deepen the construction of socialist core values，earnestly strengthen ideological and moral construction and improve citizens’ civilization quality；extensively carry out mass spiritual civilization creation and evaluation activities，actively carry out serial civilized movements and strengthen the construction of public cultural service facilities；create new publicity and education form to enhance the combined force of creation and construction，adhere to the problem-oriented principle，keep deepening rectification，strengthen refined management of the city and balanced development of the whole area.
