The 10th Provincial Congress of the Communist Party of Henan Province put forward the strategy of accelerating the building of “an important national cultural highland”. This is a major strategic opportunity for Luoyang’s cultural construction. The concept of “an important national cultural highland” as a whole is in line with the concept of “a province with great cultural resources” proposed by the 8th Provincial Congress of the Communist Party of Henan Province and the “culturally strong province” proposed by the 9th Provincial Congress of the Communist Party of Henan Province. “Great cultural resources” is the basis of “culturally strong”，while these two features lay the foundation of the “cultural highland”. “Great cultural resources” makes the province “culturally strong”，and from there the province can become a “cultural highland”. This is the logical basis for the construction of Henan culture. In this sense，Luoyang has outstanding advantages in respect of the strategy of building “an important national cultural highland”，which are mainly manifested in three aspects：the unique and excellent traditional cultural resources，rich and distinctive revolutionary culture and the achievements of construction of socialist culture which have been made since reform and opening up began. Despite this，Luoyang is also facing prominent problems in the course of building “an important national cultural highland”，which are mainly reflected in three aspects：the slow progress of the protection，development and utilization of historical and cultural relics of Heluo culture；the low proportion of cultural production in an unreasonable industrial structure；cultural enterprises are not fully developed and the depth and intensity of cultural research need to be strengthened. In view of all these factors，when carrying out the strategy of building “an important national cultural highland”，Luoyang should focus on protection，development and utilization of historical and cultural relics of Heluo culture，development of cultural industry and elevation of the overall level of cultural studies.
