Cigouying is based in deep Taihang mountain，is one of the poorest villages in Shanxi Province，and one of first traditional villages in China. Most young people in the village go out for living，economy develops slowly，income is very low，nobody wants to be in charge of public affairs，agriculture is also too weak. There are many difficulties for village people，such as traffic，medical care，education，aged support，purchase and so on while the scattering and disorder are continuing to spread. And development is in a state of lag and fade. It shows the economy of far areas go downside furthermore，to support poor villages precisely and to gain mutual progress and promotions.
