Based on the analytic hierarchy process grey relational（AHP-GRAP）joint evaluation method，this paper takes the green development index as the target layer，with green growth，green bearing capacity and green support as the first grade index，with the structure optimization，innovation drive，open coordination，water resources utilization，aquatic management，green investment and green life as two. In order to measure and evaluate the state and characteristics of the overall and various aspects of Hunan’s green development，a green development evaluation index system which includes 1 target layers，3 first grade indicators，7 two grade indicators and 34 specific indexes is established to measure and evaluate the state and characteristics of all aspects of green development，and is compared with other provinces and cities of the Yangtze River economic belt，aiming at the green development surface of Hunan. Facing the problems and challenges，concrete countermeasures and suggestions are put forward.
