随着中部地区综合实力逐年加强,其基本公共服务财政保障能力持续提升,基本公共服务共建共享水平稳步提高。2017年,基础教育、医疗卫生、社保与就业和生态环境领域的发展尤为迅速,其各项预算支出比2016年分别增长8。5%、11。3%、15。6%和19。02%。然而中部地区基本公共服务建设仍存在着整体水平较低,各省之间供给不平衡不充分,供需匹配度低等问题。在新时代,首先要提升公共财政对基本社会保障的供给水平,重视引入市场主体,培育公共服务供给多元化竞争机制,促进公共服务供给端充分、均衡发展;其次,完善公众对公共品的需求表达机制,提升公共服务供需匹配度;最后,强化中部地区公共品联动供给,打造中部地区基本公共服务共建共享新格局。
<<With the overall strength and competitiveness of the central region rising to a new level,its basic public service financial support capabilities have been further strengthened,and the level of common public service construction and sharing has been continuously enhanced. Especially in the important areas such as basic education,health care,social security,employment and ecological environment is developing rapidly,public budget expenditure increased by 8.5%,11.3%,15.6% and 19.02% respectively over the same period in 2016. However,the basic public service construction in the central region still has a low overall level,and the supply imbalance between provinces and regions is not sufficient and the matching degree of supply and demand is low. In the new era,we must first raise the level of public finance to the basic social security,focus on introducing market players,foster a diversified competition mechanism for public services,promote the full and balanced development of the supply side of public services;secondly,improve the public demand expression mechanism for public goods,and improve the matching degree of public service supply and demand;finally,strengthen the supply of public goods in the central region and build a new pattern of basic public services in the central region.
