In order to understand the construction of blood transfusion department （blood bank） and clinical blood transfusion management in medical institutions in Tianjin，Tianjin Blood Transfusion Quality Control Center conducted thorough investigations and supervision inspections of medical institutions with blood qualifications in the city from 2015 to 2017，according to the “ Management methods for medical institutions' clinical use of blood ”，“The norms and implementation regulations for the safety management of medical institutions in Tianjin”，and “The basic standard for blood transfusion department （Blood Bank） in medical institutions in Tianjin （Trial） ”. By analyzing the survey data，results show that all medical institutions are able to basically conduct clinical blood transfusions in a more standardized manner. Irrationalities in using of blood are still existed although blood transfusion related systems are relatively complete. The clinical blood management committee fails to fully perform its functions；which includes that blood transfusion department construction，human resources allocation，blood transfusion information management，and blood transfusion quality control work in insufficient aspects. This report put forward a series of measures that further strengthen the management of clinical blood use and improve the city's clinical level of reasonable blood use in order to ensuring the safety of clinical blood transfusion.
