本文介绍了临沂市河东区供销社联合社在改革之后的运营状况,县级联合社在供销社牵头改革下,形成了行政与实务两条运营脉络,在此基础上以盛民农业发展服务有限公司为依托,实现了农业服务的规模化。金融服务方面推广了信用互助的试点模式,形成了“大小联合+试点推广”的双线运行模式。同时还大力推进村社共建工程,以便精准扶贫工作的开展。在县级联合社规模运营的基础上,乡镇级联合社及下属成员社也有序开展自己的业务。最后,本文提出河东区联合社仍存在管理体制冗杂、资金周转不足与服务能力极差大的问题及相应的政策建议。
<<This paper introduces the operation of Hedong Supply and Marketing Cooperative(Hedong SMC)after the reformation. Under the lead reform of Hedong SMC,Farmers’ Cooperative Association at the county level formed two operational contexts of administration and practice. Relying on Shengmin Agricultural Service Co. Ltd.,the scale management of agricultural service has been realized. In terms of financial services,the pilot model of credit mutual aid was promoted,forming a two-line operation mode of “combination in different level & pilot promotion”. At the same time,it also promoted the project of Cunshegongjian. Finally,this paper proposes that there still exist some problems such as the complicated management system,the insufficient capital turnover and the service capacity difference and the corresponding policy suggestions.
