本文通过参阅奥运遗产规划文件、亲身走访或网络接触等方法,介绍和分析2016年里约奥运会、残奥会的奥运遗产在后奥运时代的利用现状。早在2009年,在里约热内卢被选为2016年奥运会举办城市之前,巴西的主要智库、政府部门以及巴西奥委会就已开始参与奥运遗产利用的规划工作。但是,2016年里约奥运会后,比起比赛的实际举行情况和事前的规划,奥运遗产的管理和利用面临诸多问题和挑战,更强烈地受到巴西国情和现存组织文化的影响。由于巴西联邦政治的特点,每一个奥运场馆的后续利用情况各不相同,相关的体育基础设施遗产管理变得更加碎片化。此外,奥运设施管理机构的性质各异,同时新的管理者们不重视国家在提供体育政策等公共社会政策方面的作用。最后,本文将为完善里约奥运遗产的管理和利用提出一些方案及建议。
<<This paper introduces and analyzes the current status of the heritage of the Rio Olympic Games and the Paralympic Games in the post-Olympic era through the Olympic heritage planning documents,in-person visits,or network contacts. As early as 2009,before Rio de Janeiro was selected as the host city of the 2016 Olympic Games,Brazil's major think tanks,the branches of government and the Brazilian Olympic Committee had begun to participate in the planning of the utilization of the Olympic heritage. However,after the Rio Olympic Games in 2016,the management and utilization of the Olympic heritage faced many problems and challenges compared to the actual conduct of the competition and the planning in advance,it was even more strongly influenced by Brazilian national conditions and the existing organizational culture. Due to the characteristics of the Brazilian federal politics,the subsequent use of each Olympic venue is different,and the related sports infrastructure heritage management has become more fragmented. In addition,the nature of Olympic facilities management institutions is different,and new managers do not emphasis the role of the state in providing public social policies such as sports policies. Finally,this article will propose some proposals and suggestions for improving the management and utilization of Rio Olympic heritage.
