Communities are the basic units of society. Non-governmental Organizations （NGOs） work as an important platform for community residents to participate in community governance，and play a crucial part both in creating the social governance pattern of “co-building”，“co-governing”，and “sharing”，and in promoting the modernization transformation of grass-roots social governance. Taking as an example the practice on cultivation and development of community-based NGOs in Bao’an District，Shenzhen，this thesis makes an analysis of the development status quo and existing problems of community NGOs. Meanwhile，suggestions are put forward towards the cultivation and development of community NGOs in China. In order to drive the implementation of positive interactions among government administration，social participation and residents’ self-governance，measures have been proposed to lead community NGOs to come into play，including improving the laws and regulations，classifying cultivations and supports，clarifying subjective relationship，enhancing endogenous power，and exploring “de-administration” of community NGOs. The practical explorations on community NGOs in Bao’an District，Shenzhen are expected to offer some reference to other Chinese cities on their way to new-type urbanization.
