It is one of important contents to continue to expand orderly citizen political participation for developing the socialist democracy with Chinese characteristics in an all-round way. Citizen participation in the local people’s congress work is in favor of upholding and improving the system of the people’s congress. The important content of this report is about that how local people’s congresses invite and strengthen citizen participation. From the perspective of practical development，the report analyzes main areas，items，forms and ways of citizen participation in the supervision work of local people’s congresses. Then it summaries several features of this kind of citizen participation，at the same time，it points out the still existing problems of participation’s scope，subject and channel. On that basis，it puts forward some suggestions for further developing citizen participation in local people’s congresses. These suggestions include defining the right of citizen to participate in different fields，managing the participation relationship between citizen and the representatives of the people’s congresses，amending relevant laws and regulations，and improving a series of systems.
