This article focuses on the specific and detailed observation of the four polling stations’ elections of the deputies to the 15th District people’s Congress of Xihu District，Hangzhou City，Zhejiang Province in 2016，but the purpose is to discuss two very theoretical and realistic issues through and basing on the observation. The basic idea of the article is to demonstrate that The election of deputies to the local people’s Congress in China is not about the competition between candidates，not about selecting the best candidates，but rather about reflecting public opinion，gathering public opinion，and even identifying potential weak points and problems at the local level. And local people’s congresses have priority in procedural democracy over substantive democracy in the election of deputies to the people’s congresses，the core of which is how to elect deputies to the people’s congresses through procedures and how to enable them to carry out their duties effectively in the NPC system. In authors’ mind，this is a part of the “China Model” of governance，which has not yet been identified or discussed by anyone.
