It is an important embodiment of the modernization of social governance to Multiple-subjects’ participating in the governance process and sharing the results of governance. Meanwhile，the orderly participation of citizens is an important part of national political modernization. From two dimensions of individual cognition and behavior，setting express participation as mediator and moderator，this report tested the relationship between the community participation and the public service participation and the influence of boundary conditions by using the 4261 data from Chinese citizens，the results showed that：the relationship between community participation and public service participation，was mediated and moderated by express participation. For community participation，its influence on the cognition of public service participation was showed through the expression participation （cognition and behavior）. The influence of community participation on public service participation （cognition and behavior） was moderated by behavior of express participation.
