With the inflow of foreign direct investment，a new social stratum-the management and technical personnel in foreign-funded enterprises began to emerge in Chinese society. This study uses a random sample to explore the model of political attitudes and political participation of the management and technical personnel in foreign-funded enterprises，and further explain its impact upon the democratic development in China. The major findings are：both the management and technical personnel working in the secondary industry foreign-funded enterprises and those working in the tertiary industry foreign-funded enterprises are better than the management and technical personnel working in the first industry foreign-funded enterprises （setting as the reference group），showing a stronger sense of equal rights，a higher sense of political efficacy，a stronger sense of citizenship，and more political interest. Such findings are undoubtedly rich in theoretical significance and policy guidance.
