21世纪以来,我国农村义务教育出现了重大变化:一方面经过多年努力,全国范围终于普及了真正的免费义务教育;另一方面却是在农村局部地区出现了普遍的“逃离”义务教育阶段公办学校的现象。本文围绕这两种现象探讨了普及义务教育的原因,分析了义务教育普及过程,特别是围绕着我国农村义务教育管理体制和财政体制的重大变革,建立了相应的分析框架,从国家与社会关系演变的视角分析农村义务教育不同阶段出现的问题,探讨地方政府对农村义务教育的治理能力,强调地方政府现阶段应将农村义务教育的质量放在教育发展的首位。
<<Since the beginning of the new century,the great changes have happened in the compulsory education in Chinese rural areas. At first,free compulsory education has been realized over the country after 100 years. Secondly,exit of public compulsory system has diffusely appeared in some rural areas. This article focuses the two phenomenon,formed the analytical framework,explored the problems of compulsory education in rural areas and pointed out the local government should put the quality of the compulsory education in rural areas in the first place.
