    残疾人义务教育阶段受教育权利保障的进展

    摘要

    残疾人受教育权利的保障程度是衡量一国人权状况的重要指标。2012年以来,国家重视残疾人教育事业,加大保障力度,落实保障措施,残疾人教育快速发展,义务教育入学率显著增长,义务教育普及水平提高,融合教育比重加大,特教教师队伍不断壮大,但是残疾人义务教育发展不均衡、教育质量不高,非义务教育发展速度缓慢。建议完善我国特殊教育法律制度、加强特殊教育督导和评估,提高义务教育质量,扩大非义务教育规模。

    Abstract

    The degree of protection of the rights of persons with disabilities in education is an important indicator of the human rights situation in a country. Since 2012,the state has attached great importance to education for the handicapped,increased its guarantee and implemented safeguards. The rapid development of education for the handicapped,the enrollment rate of compulsory education increased significantly,the popularization level of compulsory education increased,the proportion of integrated education increased,and the number of special-education teachers has grown. However,the development of compulsory education for the disabled is not balanced,the quality of education is not high,and the development of non-compulsory education is slow. Improve the legal system of education,strengthen education supervision and evaluation,improve the quality of compulsory education,expand the scale of non-compulsory education is the focus of work in the future.
