自回归以来,澳门官员问责制的实践经历了筹备谋划、制度出台及敦促落实三个阶段。澳门官员问责制分为领导及主管问责和主要官员问责两种类型,实践困境主要体现在官员间权责关系不明确、官员的绩效评审难以区分、官员调任有回避问责之嫌、官员问责方式相对缺位等几个方面。未来澳门官员问责制的改革,需要确立以行政问责为中心的官员问责体系,突出领导及主管人员的特定责任问责,规范官员问责的运作程序。
<<The institutional building on the accountability of Macau’s officials has undergone three stages since Reunification:planning,introduction and execution. The accountability system of Macau’s officials can be divided into two types:that for chiefs of bureaux,departments and divisions,and that for principal officials. The predicament faced in the execution include an unclear relationship between the powers and responsibilities between officials,difficulties in distinguishing performance of officials,the alleged avoidance of accountability through transfers or secondment,and the lack of actual means of accountability. The future directions of reform include the necessity to establish an administratively-centred accountability system,an emphasis on specific spheres of accountability for chiefs of bureaux,departments and divisions,as well as a regulation to the operational procedure in executing accountability.
