The modernization of agriculture and rural areas in Jiangsu is in the forefront of China. However in the process of industrialization and urbanization，due to the urban-biased development strategies and system，there is still an urban-rural dual structure in Jiangsu，and the rural area is even decaying comparatively. The main problems in current rural Jiangsu include：The loss of production factors and more restrict constrains have impeded the economic development；High utilization and low maintenance of ecological resources has made the rural area not livable anymore；The lack of carrier and methods has made the rural culture now less developped；The lack of autonomy and Party construction has led to low governance efficiency；The lower revenue growth rate and separation of urban and rural areas have made it hard to improve the living standards of rural residents. To carry out the strategy of rural revitalization，we need new ideas，We must carry out the principle of giving priority to agriculture and rural development，take the industry prosperity as the foundation，take institutional innovation as the new motivation，and take a Jiangsu-style Rural Revitalization. Therefore，we should find the new motivation and comparative advantages for rural area，and transform the development pattern；Improve the green development in rural Jiangsu to make it livable again；Reinforce the construction of spiritual civilization to develop the new rural culture；Build up a new rural governance system which combines autonomy，the rule of law and rule of virtue，to improve the governance efficiency；Improve the living conditions of rural residents，to make them feel happier.
