Innovation is the first driving force to lead the development. To promote the development of Jiangsu's advanced manufacturing，we need to transform from traditional industrial policies that focus on industry selection and support to regional innovation policies aimed at promoting competition and innovation. The connotation of implementing the innovation policy mainly includes：emphasizing the construction of innovation network on the implementation goal，giving consideration to both sides of supply and demand on the implementing power，focusing on service guidance on the implementing means，emphasizing“taking-root”of elements on the implementation effect. Therefore，this paper puts forward some suggestions for Jiangsu to speed up the implementation of innovation policies，involving transforming government concept，reforming governance system，strengthening policy effectiveness，constructing innovation carriers，strengthening local legislation and creating innovation environment.
