Huaihai Economic Zone is the earliest trans-provincial economic cooperation zone in China. However，The regional gap is large，the central drive is poor，the economic coordination is weak. In order to realize the economic rise of the region，Huaihai Economic Zone needs to strengthen Xuzhou metropolitan area，promote the co-opetition development ofNorth JiangsuandSouth Shandong，build a market-oriented integration mechanism，optimize the spatial structure of the urban construction. At the same time，Huaihai Economic Zone need to perfect the organizational framework of regional economic cooperation，provide funds for cross-regional financing and enhance the accuracy and level of regional policies.
