It is a priority task of Beijing to strengthen the construction of the demonstration zones for the public cultural service system in its fulfilling the capital responsibilities，implementing the strategic orientation as a capital city，advancing the building as the national cultural center and becoming a world leading harmonious and habitable capital. In 2015，Xicheng District set up a featured reading space titled “Literary Harbor” that proves to be a valuable exploration into the Last Mile connection of public cultural services. With its Literary Harbor as a framework，Xinjiekou Sub-district establishes an exchange platform to stimulate interaction，trust and assistance between the residents，which evolves into a neighborly cultural exchange system with books as the media and enhances the sense of gain and happiness of local residents. While presenting the significance，major practices，characteristics and achievements of Xinjiekou Sub-district in this regard，this article also summarizes the way for the Literary Harbor of Xinjiekou Sub-district to further strengthen public cultural services and its enlightenment.
