Rapid economic growth and accelerated urbanization lead to problems like soaring population and environmental pollution，in particular the increasing severe issue of urban domestic solid waste disposal. In his speech delivered at the 14^th meeting of the Leading Group for Financial and Economic Affairs，General Secretary Xi Jinping emphasized that implementation of the garbage classification system decides whether the living environment of over 1.3 billion people can be improved and whether minimization，reclamation and reutilization of garbage can be achieved. Xicheng District，as a main carrier of the core functions of the capital city，has taken full coverage of garbage classification as an important means for improving the city environment and quality in its building of a world leading demonstration city of harmony and habitability. This article aims at offering references to other regions in this regard by summarizing the innovative “four-completeness and five-availability” garbage classification practice of Xinjiekou Sub-district.
