It is now an extensive consensus of the international community to realize economic and social sustainability and all-round development of human beings by building learning cities，of which the basic pathway and fundamental implementation model lie in the building of learning communities. In April 2016，Xicheng District launched the “13th Five-Year Plan” of Xicheng District for Building a Learning Urban Area to respond to the master plan of Beijing for building itself into a learning city. Multiple demonstrative programs have now been implemented in the sub-districts within its jurisdiction. Yutaoyuan Community，as a learning community already designated by Xicheng District，based on community schools and lifelong educational service system and supported by the Literary Harbors in the community，has developed a complete community education structure and formed the cultural atmosphere of a learning community.
