Social governance is witnessing a new era when public services are oriented deeper and wider，and the support for social organizations’ involvement in the public service system turns out to be a new topic. Community-based social organizations are an importance force in the community governance. The Party and the government have attached great importance to the development of social organizations and issued a series of planning programs and administrative regulations. The Report at the 19^th CPC National Congress also sets forth requirements for the development of community-based social organizations. Based on the innovative practices of social organization management in Xinjiekou Sub-district，the article analyses progress of relevant measures and reflects on the further development of community-based social organizations.
